過去的50年間，地球氣溫不斷攀升引起了包括海平面上升、物種滅絕、極端災害天氣頻發等現象，自然生態環境和人類生活環境受到了很大影響。人們開始逐漸重視全球氣候變暖導致的一系列問題，聯合國氣候變化框架公約(UNFCCC)、《巴黎協定》、《時尚業氣候行動憲章》等有關氣候的約定不斷出臺。因此，應對氣候變化已經成為21世紀人類社會面臨的緊迫挑戰，推進綠色發展成為全球共識。2020年9月22日，習近平主席在聯合國大會上宣布，中國將采取更加有力的措施，“二氧化碳排放力爭于2030年前達到峰值，努力爭取2060年前實現碳中和”。
